It's what the Democrats wanted. When Biden became President the Democrats actually controlled all three houses, not once did they even attempt to change/update the law Instead they just stood around and voluntarily violated the law every day. Organ harvesting, sex trafficking, and drug muling all are criminal enterprises supported by the Democrats with their open border policy.
