You get taught to not touch a hot stove, you get taught to not drive into oncoming traffic. People do make mistakes but the number of drug abusers that refuse to seek help is mind boggling.

The State Governor is a Democrat. Appears you are correct about the city overall but the area and surrounding areas are just the opposite.
