Federal government demonizing all police for actions of small percentage over all. 8. Law Enforcement more concentrated on saving their own hides vs handling internal affairs properly. 9. Unions are more concerned about the defense of bad officers than they are about the health of the entire department. All failed concepts. So maybe start there.
