After the Columbine school shooting the Federal Government offered hundreds of millions of dollars in grants to any school who showed how it would be used to protect their school from a gunman. Nearly no one applied for the funds. After Sandy Hook school shooting the Federal Government offered to pay for a security specialist to tour the school and advisory how the school could be made safer. Again hardly no school requested the free assistance. The Federal Government also helped finance School Resource Officers (armed security) but most schools who used them actually misused them by having officers help teachers in the class rooms with unruly students. When things got physical then the school got rid of their armed security. In the Ulvade School shooting, the shooter came in an emergency exit only door that a teacher was using as her own personal shortcut for smoke breaks. So when do schools and the faculty start taking responsibility for their own lack of security?
