You don't need nukes when you have a unit of cyber hackers that can cut any countries life line. About a month ago Russia successfully tested their ability shoot down satellites.

Yes let the EU handle it. Then as soon as one NATO country in the EU gets hit you either have to live up to the defence pact or be a traitor to it.
