  1. Partly I'm guessing because pretty much every major version of Python is open source. Very few contributors are doing it like a full time job. Also Guido hasn't been directly involved in the Steering committee for the last few years. He's getting less hands on over time, that could be another factor as the leadership shifts in the Python community. Thought leadership changes like this can lead to inertia sometimes.
