The big problem with universities/colleges today is they many are obsessed with student satisfaction, so they avoid C like the plague in most CS courses and instead of teaching something fluffier like Python or JS because it's "easier" for students, which makes students happier. And superficially, it is easier. At least at the beginning. What those higher education institutes are doing though is stifling a students ability to understand computer engineering and how computational devices actual use to handle code though. A 4-year university CS degree is exactly the sort of place you should be learning this stuff. Not just pandering to what is easiest or the language that's en vogue at the time. If a student wants to understand how computational devices handle code, EEE degrees are better bets. A EEE degree is much better, and if you can take some electives in say OOP and algorithms, you'll have a great background for becoming a programmer. CS degrees are too variable these days in their language choices and how much emphasis they have on computational engineering and architecture for students to get a reliable education.
