@pingwingugu5 In Belgium, the state forbid you to make changes and you are supposed to do basic maintenance (for what it means) and the state does the bigger work. So, that kind of situation can't happen in normal circumstances. My brother lived in an apartment where the facade, including window was "historical monument". In winter, the cold would enter easily (tainted glass) and the windows didn't even fully close...he was stuck with that! In exchange, facade work was done by the state so it was kept clean for free.
