@Pro720HyperMaster720 In Belgium, we used to have one FAI sticking to "minimum guaranteed speed". Now, all provider, including that one (proximus), gives top speed instead (maximal speed). So, they can throttle you without legal issues. They also shape traffic, so you seldom reach your top speed. Even worse, one provider does not provide Internet when it rain too much🤣
