In some housing institutions, nothing is paid to the landlord until the occupation is proven. It's usually done at one of the offices and the landlord can also ask the tenant to sign paperwork as an alternative. That means that saying "it's OK, he did the check-in" is not enough. That never posed any problem and much people "in the profession" are totally ignorant of these practices. Landlord is fined even if the tenant was there, but he failed to comply with the guidelines. So, not only money is "charged back", but the landlord has to pay a fixed fine and "damages" depending on the situation. In case of "no show", tenant just lose his money to the landlord if he is outside of exceptional circumstances because the property can't be rented during that period since tenant can simply be "late". That's a good system because you either had to be a landlord or tenant to know about it and there is virtually zero complaint about it! Maybe Airbnb should up his game and do that too. On top of that, it's also lucrative as those companies keep interests!
