Here is how a decentralized democracy system work:
Any member of the society can voice as much as he is involved in moving the society forward.
That means that if you stay in your corner and say nothing, you can't say anything.
On the other side, if you bake bread, install plumbing, build houses, interpret laws, etc.
Then you receive tokens you can use to vote on what you want to be available.
As it is a democracy, you can't decide alone, many people need to desire the same thing.
Though, if your really want something over everything else, then it's still possible!
So, you don't even have to rally to the majority, you can also content yourself.
Now, keep in mind that it is not sustainable and most of the time, it's much better to see how other spend their tokens as popularity of something tend to make it more affordable. (less token needed for that choice)
This token based voting system is ingenious because it has a decentralized nature and allow everyone who contribute to the society to vote anonymously!

BTW, I am a ward of the state who moved is ass and worked hard. Now I have many tokens as a reward for contributing actively.
I even give some of those tokens away to open source projects. Around 25% of a month salary per year as a basis.
