  2. He has been a liar, from the get go. He was lying to Americans about how a VAT works, claiming it was a way to make giant corporations, like Amazon, "pay their fair share". The reality is that a VAT is specifically designed to NOT tax businesses, in order to avoid cascading taxes upon taxes. He even posted a link to a pass through rate study, claiming it showed businesses paying about half the tax. But, if you actually read it, it showed that consumers were paying the entire tax. Half the sales were simply zero rated (no tax) or lesser rated, bringing the pass through percentage down.
