  1. Because they have the most leverage. It's impossible to pass anything without them, because there are zero extra votes to be gained to the left of the party. Meanwhile, they could possibly pick up enough Republican votes to pass things without needing votes from the squad.

There are zero extra votes to be gained to the left of progressives, so it's impossible to pass anything without Manchin, Sinema, or others at the right end of the party. On the other end, there is the entire Republican party to try and draw extra votes from. If Manchin actually does get enough Republicans on board, they can pass their "bipartisan" bill without progressives.
