If there's no possibility it will pass, then someone who claims to be for it but is secretly against it can vote for it without worry. It has to have a chance of passing to force their hand.

@itsajob12 You already know who is for it, on the surface, and who isn't. Forcing a vote won't necessarily show anything different, unless it has a chance of passing. If it's voted on and fails, then the corporate Dems and Republicans could use that failure as an excuse to put off voting on it again for years.
