The Mueller Report, plus SSCI reports, provided hundreds of pages of collision, that didn't amount to criminal conspiracy, and the Mueller report stated that Jr and Kushner only weren't charged with criminal conspiracy because it would be hard to prove they "intentionally" violated the law, not that they didn't.
