The Permanent Apportionment Act of 1929 froze the size of the house. If that were repealed, the house could be enlarged and become more representative. That, in turn, would distribute electorals in a more representative fashion. It would likely kill Republicans' chances of ever winning the house and presidency again, unless they found another Reagan. That would still leave the senate, though, which is more undemocratic than the electoral college. Worst part of the US system.

Could go 1 per million, or fraction thereof, which gives 337, I think. And then merge the senate to the house, giving each state an extra 2 votes, but no more senate blocking crap the house passes. That'd be 437.
