  2.  @007kingifrit  It would be a civil suit. Foreigners can try to sue the US in US courts, or they can try to sue the US in their own courts. If successful in their own countries, they could seize any US assets held in their country. If the research wouldn't have been taking place without the US backing, then it's the US that's liable, no matter where it took place. And multiple US agencies okayed working with WIV. Both might be liable.
