  1. Ummm, pretty sure the SoD also works for Congress, which still holds much of the military authority. So, no, they shouldn't necessarily be a presidential yes man.

  2.  @Mike-ul1xn  Congress holds war powers the president doesn't, and the president needs congressional authorization for some things. If the president orders something he hasn't been authorized to do, then the SoD isn't actually authorized to do it, and shouldn't just be saying "yes sir". You might also want a SoD that recognizes if an order violates the constitution, and is willing to say no. You might also want a SoD that recognizes incompetence, and is willing to say no.
