  1. No, because he has nothing really to do with the investigation and any decisions to indict. His "plan" was to rescue the guy from Iran, try and paint Gaetz as some kind of hero, and then hope that would get Gaetz a pardon, or something. He doesn't actually have the power to make the legal issues go away, either. It was some kind of major gamble, but not really extortion.

  2.  @clownworld7763  He's not the one giving Gaetz the legal problems though. Extortion is threatening to do something to the person, if they don't give you money. Just coming along with a whack plan that might get Gaetz off, isn't extortion.

  3.  @clownworld7763  They aren't the party threatening legal action, and don't have any actual power to stop legal action. It was just a proposed gamble. Offering protection from a completely different party isn't extortion. That's, literally, what bodyguards and security companies are paid to do.
