Numerous US presidents have committed crimes against humanity, with their foreign policy. What you want is negligent homicide, for letting people he's supposed to be protecting die needlessly, within his country.

@sabin97 It might have more to do with the definition of "war", and what constitutes going to war against your own citizens, or state governors.
