Top ranking healthcare, in countries whose total per capita costs are lower than what the US is currently spending on public healthcare: Australia, Japan, and Israel. Top ranking healthcare, in countries whose universal healthcare coverage public spending is lower than the US's current public spending: Canada, Switzerland, and Ireland. If the US could drastically cut costs, there wouldn't need to be any new taxes on anyone.
