  1. David, total tests, and tests per million, are numbers that are totally disconnected from the virus numbers. It's tests per confirmed case that you want to look at. The US has been testing at a pathetically low rate. More testing only finds a lot more cases when you're testing rate is slower than the virus spread, and the virus is out of control. If you're testing rate is faster than the virus spread, you can test hundreds of extra people and not find new cases.
