@elliotwilliams7421 No, he connected the two statements with a "but", as if an individual Japanese health board member endorsing ivermectin had something to do with Japan endorsing ivermectin. If nobody else in Japan listened to the individual, then it's still conservative, and there's no "but".

@elliotwilliams7421 No, you're pretending the conversation stops at the "but", and that the thing that precedes it (Japan's willingness to endorse drugs) isn't connected to the thing that follows it. Joe didn't say every individual Japanese person was conservative, or that that specific individual Japanese person was conservative. He said Japan was conservative. One Japanese individual's values has nothing much to do with Japan's overall conservativeness, when it comes to endorsing drugs. You have no clue if he abandoned his values. Maybe he has always been their most liberal guy.
