  1. That would take a constitutional amendment, which is tough. An easier angle would be to redo the Permanent Reapportionment Act, and add more seats to the house, based on population.

  2.  @DaveG60134  In the house, they would still be stuck at the same number of seats, and the same broken way of deciding how many seats each state gets. The Permanent Reappointment Act fixed the number of seats, permanently, and is why the house has become increasingly unrepresentative.
