  10. One person should not have so much power. Decentralise the different ministries! Reduce the executives control over legislature!!! Give 50% direct plus 50% indirect democracy, and laws should work according to constituency. Let each department elect its own leader. Health Minister/Secretary should have a health election. Same for education etc. Then there will be more accountability and they will be better choices. Only qualified people will likely get elected (doctors for health). And More participation will happen. Make 50% of the budget Democratic. You should get to decide which section/department your tax money goes to. Want more health? Do it! The ministries will have more motivation then.
