  1. I question how an ANPR camera relates to traffic collisions? Your journey was impeded, so rather than go an alternative route, you chose to make the correlation to ANPR? It sure does look a lot like a ULEZ camera, because a requirement of ULEZ is ANPR. But ANPR does more than fine people directly (I once got pulled over on the M60 because a car I'd purchased 3 hours before had a tag against the plate - the officer couldn't have been more polite, and gave me a get out of jail free card - if you know, you know).
