A query on the definition of "hand-held" given the wording in this video of "if you can prove it's voice activated..."... would it count as hand-held, if the device is fixed firmly into a holder, and the holder itself is immovable. While firmly fixed in place, if the only interaction is a single finger in a swiping motion eg, within Android Auto, swiping right to dismiss a notification. Granted that may be careless driving, and is definitely "using" the device, but does interaction with one finger count as being "hand-held"?
