@Turnipstalk Yes, but it's used more often in reference to so called 'Right wing' politics. Though as you pointed out in Paraguay, their Left wing Populist Government was elected, hence popular and therefore democratic and successful. Which just shows the term 'Populist' is just used to criticise a democratically elected Government that the commentator doesn't like. Therefore it just illustrates the childish contempt some people have for democracy when the elected are not what THEY wanted, much like Brexit !

Twice rejected Sunak sunk the Conservatives by taking them over on his third attempt and this time without even asking members, that's what sunk them.
