As a non-Christian to me a cross on a grave means "here lies yet another person Jesus did nothing to prevent from dying too young."

Government is supposed be neutral regarding religion, neither for nor against. Most reasonable people realize building and using tax dollars to maintain a huge Christian symbol on public (i.e., government) property is not government neutrality. If it were a huge "Allahu Akbar" sign instead of a cross then suddenly you Christians would understand.
