  2. When I worked for the State of New York, we had quotas for women, people with disabilities and different races in the workforce. Everyone of these people got their job not only to fill a quota but had to meet the same level of education, experience, and competiciies as everyone else. No one got a job solely on being a woman, black, brown, Asian or disabled.
