  1. Parkways: A 1930's concept designed for low speed motoring by automobile while enjoying the scenery usually built along rivers if possible. They later proved to be narrow, constricted, twisty and dangerous to drive as the American motoring habits changed. The Taconic Parkway is a prime example.

The problem here in The Great Industrial Northeast is that New York State has a specific fund for the rebuilding of infrastructure but 70%-80% of the fund is used to buy down interest on loans that the state has borrowed, robbing Peter to pay Paul. So, that leaves infrastructure repairs underfunded.
