  3.  @winstonchurchill5892  Oh, no, you don't understand dictatorships like russia. They don't need to privatize companies(or govermental production branches) legally to actually "privatize" them. The corruption allows them to lord over their fiefdom just fine within the system. It's like with russian MOD and Wagner. Difference between those is for external attention. Inside they are the same. Meaning: "They function the way Tzar wants them to function". Although that little Wagner mutiny threw a wrench into this well-oiled system.
