You should ask the people who say that. Iran does not. Meanwhile, a nuke is quite easy to make. You need Plutonium (just refine from a nuclear reactor Uranium) and a spherical charge (of TNT or other conventional explosives) that applies massive pressure in the center. It is the last part which is hard. The nuke scientists in Los Alamos struggled with this, not the nuclear material itself. The spherical charge must go off altogether, all around. This imparts an extremely high pressure in the center. Any plutonium in the center then starts a chain reaction... and mushroom cloud. India, Pakistan etc. achieved this by making a huge sphere, maybe the size of a truck. Iran can do that today. Making it small enough to put on top of a missile is the trick. So, if Iran wants to make a nuke on a missile, it is pretty easy. How far they have gone? I would guess all the way. North Korea can supply detailed designs any day.
