The problem with pedestrianizing is how it is usually done. You can't force it on a non walkable city. Banning the cars does not make for a pedestrian friendly area automatically. The right way to do it is by having enough density that things are nearby and people have no need for the car. Currently my city is trying to force everyone to walk or ride their bike everywhere by removing traffic lanes, blocking off roads, etc. It's failing miserably and making everyone angry. The issue is that most people have to drive significant distances to get to everything from the grocery store to the office, and our weather is such that half the year is well below the freezing point. In short, it just isn't practical to ride your bike or walk in this city. I have traveled to places that are very pedestrian focused, and where it works well. The key to all of them is a lot of density, and a mild climate. I'm not 100% sure that the latter is completely essential, but it certainly helps, but I can tell you that the former is a complete deal breaker if it is not in place.
