And how the hell did that place even get a permit to be built there if it's that low grade in a flash flood zone... sue the daycare for setting up there and sue the city for giving the land a permit. Also if it was flooding the staff could have just put the dogs in the floor kennels into higher up ones with other dogs. I assume it was only around waist deep at most. So it's negligence on the part of the staff too.
