  1. All irrelevant, why was the child left in the car in the first place with the air on in other words he was clearly planning to go right back. Otherwise you'd shut off the car and forgot the child right from the start which is usually the case.

  2. Not really it's no different than any of the other times this has happened to people it's the most mundane things. People get distracted and then that's it too late. Could be going in to the bathroom, going in to get a drink and then something else and just like that they forget. It has literally nothing to do with what they got distracted doing being a good or bad excuse.
