What everyone is ignoring is he isn't necessarily creep and it's not just committing a crime. The guy has to straight up have a mental disability and the problem is ignoring the symptom and punishing him when in reality he should be on medication. The system is outdated, if he was hearing voices and doing something criminal once found out he would be treated totally different than this guy. At least on the surface level of watching a 2 min vid.
