Zechariah 13:1 is clearly talking about a sacrifice provided by God. Jeremiah 2:13 13 For my people have committed two evils; they have forsaken me the fountain of living waters, and hewed them out cisterns, broken cisterns, that can hold no water.
For the blood of animals dies and dries up. The life of the living water is eternal and the sacrifice eternally active, it does not die. So it must be speaking of God.
