  4. Probably won't happen. You have to occupy a country or make it totally collapse, to enforce reparation payments... but realistically, you can't invade, a nuclear armed country. That's why no one can make Russians pay for MH-17, let alone pay for Ukraine. For that matter, Russians still haven't paid for KAL007! Look it up. Having a large nuclear arsenal, makes you a law unto yourself.

Yes, England had, "former colonies". Conversely, Russia still clings to it's brutal acquisitions in Central Asia and keeps trying to expand. Imperial expansionists since Ivan the Terrible.
