In 2016, one attack knocked out a Ukranian power grid, in midwinter! If people don't believe me, just pick up your phone and ask anyone in Latvia, Romania, Lithuania, Poland, Ukraine, Estonia, Finland, Slovenia, Bulgaria, Slovakia... etc.
