Did Russia "announce" all its aid to Vietnam in the 1960's? How about all its aid to the the Assad regime? All those wonderful chemical weapons, used to burn babies. How about the weapons aid, that shot down MH-17? No. It's quite the opposite. Russia tried to hide those things and continues to deny them. So, since you are concerned about adherence to international law, show me where you have ever complained, about Russia avoiding that requirement? You failed, bot.
