@EMP1RE917 Declaring war would be an admission that the previous strategy, was inadequate and a failure. Putin may be reluctant to do that.
Russia is a member of the Collective Security Treaty Organisation (CSTO). Other members are Tajikistan, Kazakhstan, Belarus, Kyrgyzstan, and Armenia. If a country declares war on Russia, invades it, or attacks targets within Russia, the other members are obliged to support Russia. If Russia declares war though, she's on her own. That could be the reason, for calling the first phase a, Special Military Operation. Putin does not want to be seen as the first one to have declared war.
It's just my theory/suggestion. There are numerous holes in it, but it could be something along those lines.
