“Water Wars”, are already a reality. Many of the major river systems in South East Asia (e.g. the Irrawaddy, the Mekong and the Salween) originate in the Himalayas. China has built more than 60 dams, to control this flow. When countries like Thailand, Myanmar, Laos, Vietnam, or Cambodia, don't act according to China's wishes, their farmers may be treated to droughts or floods, accordingly.

Portugal has consulted with the rest of the world, on this issue, by presenting its case to the United Nations. China did not do this, for its territorial claims in the South China Sea. It simply built artificial islands in the region, much to the annoyance of the countries that currently border that sea.
Portugal is not obstructing, or objecting to, free navigation of its claim, by other countries. Conversely, China demands exclusive navigation rights, within its, nine dash claim.
You have made a spurious correlation. Why? Is because you were truly, ignorant of these differences, or were you deliberately trying to mislead people? That was not a rhetorical question. I actually want to know, what was your intention?
