In this country it started with austerity which the goverment used as an excuse to take away resources from areas that had been given planned help to ease any problems that may have been caused by extra levels of immigration that were seen as necessary. The goverment of the time then used this underfunding as a fault only of the immigrants which was then used as an excuse for brexit.
