  14. You'd need permission to buy the scuba gear and then more permission to travel to the coast and then even more permission to get through the coastal fences. It's like the Soviet Union where if you wanted to buy a car you'd have to apply for permission. You'd then be invited to an interrogation where you'd be asked to prove how you got so much money legally and then they'd demand that you explain why you need a car.

  19. A passport isn't permission to leave, it's just an ID document. Here in the UK the law recognises our passports as a document in which the King asks the foreign country to let us enter. That's why the King/Queen never holds a passport. They can ask for entry in their own person.
