I usualΓΆy like your analysis, but this time I guess, you underestimate the climate consequences in hot countries.
Their are not just all-year-round holiday paradises with enough food to hunt all the time.
They are hot! And dry! People often lack water and failed to realy on enough crops to be grown or food to be cool stored. Even cattle stock is hard to keep alive.
No big civilization was able to grow without sufficient fresh water supply, even if artifical like roman aqueducts or Mesopotamian channel system.
So, I think there are further variables in that corrleation like food supply and community complexities.
Else people in really dry areas have to live at low rates, similar to people in very cold areas.
But yeah, if weather is the same all year long, you dont need to invent storages over winter, and therefore built up and defend settlements - those factors drove a lot in civilisations development with all their growing poulations, wars, and much more.
