  2. In the 60s France was preparing itself to govern Europe. We expected Europe to follow a ground already build. France is not "unscrupoulous" since that would mean USA detains moral knowledge and its certainly not the case. Truth is that the French elites are not interested by the long-term national interests. Its more naiveté. The USA acts more like an enemy toward europeanism - or differences - than an ally. France is not "behind" since it enjoys both its armaments. It however has economic difficulties.
