In Elisabethan England, as much as 1-2% of the most antisocial individuals, almost all men, in each generation, were executed, generally at a young age because delinquency peaks in the early 20s. This weeded the scum out of the gene pool, often before they had time to have children, so they didn't pass on the traits that made them prone to delinquency. This pacified society not directly but over the span of generations.
