I suggest that people have to pay a ten thousand dollar bond to own any dog that is considered a dangerous breed. If that dog attacks a person or someone else's pet they lose the bond. In this case the owner would have lost 40 thousand dollars. The bond money could go to the victims of the attack or compensation for owners of the pets that were injured or killed. If that was the case, then I think owners would be making sure their dangerous dogs didn't attack anyone. The owners of the dangerous dogs should also be charged for what their dangerous dogs have done as well. That would be really putting the onus on the owners. The dogs should also be put down.

If their dog attacks another person or another person's pet dog or cat, the owner loses their bond and the dog is put down and the owner of the dog is charged for their dogs actions. The bond money could go to the victims of the attack or to the owners of the pet dog or cat that the dangerous breed dog attacks. If that was the case, I think the owners of those dogs would be a lot more vigilant to make sure their dogs don't attack anyone or someone else's pets. Remember it isn't the dog, it is the owner.

If that dog attacks another person or another cat or dog, the owner loses their bond and the dog is put down. The bond money could go to victims of the attack or to the owners of cats or dogs that were attacked. The owners of the attacking dog should also be charged if their dog attacks another person or someone else's pet. If this was the case, then the owners of the dogs would be much much more vigilant to make sure their dog doesn't attack anyone or any other pets. The onus would be put on the owner. If one was caught with a dangerous dog that wasn't registered and paid a bond for, the owner goes to jail.
