This was changed 2 or 3 months before 9/11, so that only the President or Vice President had the right to order a shoot down and was changed back the day after 9/11 to the old procedure. Norad was conducting wars games exercises on the day of 9/11, with simulating planes crashing into the WTC, Pentagon and White house. This confused the Air traffic controllers, in which one of them was quoted as saying Is this war games or real life? Then most of Norad's plans were sent to either Alaska or Hawaii, which meant they were taken out of action
